Every policy across the group is reviewed annually and applied across every operating company. Because protecting our people, our reputation, and the way we work matters just as much as the work itself.

Munnelly Group board is responsible for guiding the long-term direction of the business, maintaining accountability, and protecting the standards the group has been built on for over four decades.
Each operating company is led by its own management team, supported by central group functions including finance, legal, HR, safety, and IT. These functions work to create consistency, oversight, and shared standards across the wider group.
Policies covering Health and Safety, ethics, modern slavery, environmental responsibility, and anti-bribery apply across every operating company, and are reviewed annually by the board.

They are responsible for setting the Group’s strategic direction, overseeing governance, and ensuring that decisions are made in the best interests of the business and its stakeholders.
As a private, unlisted group that includes a regulated company, we apply the principles of the UK Corporate Governance Code where appropriate. The Board is responsible for setting the Group’s strategic direction and overseeing its governance.

Phil Munnelly
Chairman
Founded the business in 1982 after qualifying as a Quantity Surveyor with Bovis Construction. Industry recognition includes the Gold Award winner of the Considerate Constructors Scheme National Company & Supplier Awards. Outside the business, Phil has enjoyed success as a football agent and is a great lover of sport in general.

Paul David Munnelly
Chief Executive Officer
Industry and business leader with extensive operational and commercial experience as Managing Director and Board Director across the group’s companies. As an ambassador for change across the UK construction and infrastructure network, Paul proactively seeks to promote and support innovation and is recognised as an industry thought leader.

Paul has played an important role in the group’s operational growth, developing the operational efficiency of the business and bringing several key projects to a successful close. His proven track record, sector knowledge and industry relationships are an integral part of the future growth of the business.

James Munnelly
Group Board Director (Client Engagement and Commercial)
15 years’ commercial experience leading and managing Surveyors and Bid teams within the construction sector. Started his career as a trainee Quantity Surveyor with Bovis Lend Lease before joining Munnelly Group in 2007, where he has demonstrated his commercial skill on multiple key projects.

Will Noble
Group Board Director (Major Projects and Frameworks)
Experienced logistics professional with operational and commercial experience planning and implementing logistics operations on major UK projects. Joined Munnelly Group in 2001, completed his MSc in Construction Management in 2008, and has continued to drive group growth ever since.

Graham Fisk
Group Finance Director
Brings an extensive portfolio of finance experience to the group. Background in business partnering at board level across housebuilding, multi-site retail, and construction services. Adept at navigating high-growth environments, offering both technical, and strategic insight to drive strategic initiatives.

Matt Duck
Group Board Director (People and Culture)
Matt Duck is a highly accomplished HR leadership professional with more than 25 years of experience gained at both multinational corporations and SMEs.
Having started his career as a graduate management trainee for a national food retailer, he worked as a national leadership coach before moving into HR in various management roles.
He also gained HR and senior management experience in the construction and financial services sectors before arriving at Munnelly in 2023. During his time at the Munnelly Group, he has built a new, high-performing HR team, which has reimagined and repurposed the ‘People and Culture’ function of the business. Matt has also been central to the Munnelly Group’s updated reward and recognition strategy and the development of its employee relations streams.
His latest position, Group Board Director—People & Culture, will see him responsible for ensuring that the Munnelly Group values of trust, collaboration and innovation are embedded across all eight of its trading businesses (Munnelly Support Services, Guardior, MacRail, Bishopsgate Group, City Calling, Weston Analytics, Bridgehead Consultancy and Severn Partnership). He will also ensure that our ‘One Group, One Mission, One Standard’ values are upheld throughout the development of the people and culture platform.
Matt prides himself on working in a collaborative and supportive manner and firmly believes that personal accountability, growth and development are central to the success of individuals, teams and organisations.
